John Rothenberger

Founder & Chief Executive Officer
John Rothenberger is the founder of Strategic Enterprise Solutions, Inc. (SE Solutions). He is a successful repeat entrepreneur and talented business executive with over 18 years of startup and executive leadership, strategic business planning, technology, and management experience. John is very active in the entrepreneurship and business community. He mentors regularly and created and co-teaches a senior-level undergraduate entrepreneurship class.

John graduated from James Madison University (JMU) and currently serves on their Board of Visitors as well as chairing the Center for Entrepreneurship (CFE) advisory board. He was the universities first Entrepreneur-in-Residence. John is also a University of Pennsylvania Wharton School Business Fellow.

John Wayne

President & Chief Operating Officer
John Wayne has 25 years of executive management experience, including all aspects of systems integration, systems development, and service delivery to diverse federal agencies and branches including the Departments of Homeland Security and Defense. John oversees all operations of the company, ensuring all of our clients are provided the highest quality service and solutions possible. 

Prior to SE Solutions, John was Executive Vice President, Federal Sales and Operations, of NetStar-1 following its merger with RGII, where he had served as Chief Executive Officer. John also served as director of operations for Integic Corporation, a leading provider of software applications and business process management solutions. While at Integic, he oversaw all operations of the Uniformed Services Practice Area, managing day-to-day operations and expanding existing business and growing new business opportunities in DOD. Prior to Integic, John was a vice president at Northrop Grumman Information Technology (NGIT), Federal Data Corporation, where he led and managed the 150-employee, $80 million Systems and Solutions Division within the Government Solutions Organization of NGIT.

Penney Jensen

Vice President, Finance
Penney Jensen has over 20 years of accounting, and business finance experience with technology companies including an additional 10 years as a practicing CPA. Penney is a graduate of the University of Maryland with B.S in Accounting and is responsible for budgeting; forecasting; financial statement preparation; banking relations; and DCAA and GAAP compliance.

Carolyn Muir

Executive Vice President, Business Operations
Carolyn Muir has 25 years of federal contracting experience. She is responsible for running SE Solutions’ Business Administration Office and oversees contract management, compliance, human resources, and business administration functions.  Carolyn also represents SE Solutions as the Co-Chair of the Government Technology and Services Coalition (GTSC) Acquisitions & Procurement Initiatives group.  

Prior to joining SE Solutions, Carolyn served as the Director of Contracting for Michael Baker Jr., Inc. where she was instrumental in establishing a federal contracting department. As Director of Contracts for Integic Corporation she managed the company’s Department of Defense contracts under the Uniformed Services Division. Carolyn’s career began as a GS-1102 Contract Specialist for the Naval Air Systems Command where she was trained and became DAWIA Level III certified.

Carolyn has a bachelor of science in marketing from Penn State, a master of business administration from Virginia Tech, and a Juris Doctor from the George Mason University School of Law, and is an associate member of the Virginia Bar. Carolyn has been a National Contract Management Association (NCMA) Certified Professional Contracts Manager (CPCM) since 1999.

Ben Lienard

Senior Vice President, Marketing and Proposals
Ben Lienard has over 15 years of experience bringing technology, cybersecurity, and management consulting services to clients and is responsible for SE Solutions’ corporate development functions, including partnering, proposals, and pricing. He is experienced in sourcing competitive intelligence, conducting price-to-win analysis, and developing winning pricing strategies including developing the pricing strategy for our EAGLE II IDIQ contract and is our EAGLE II program manager.

Ben also has experience supporting federal clients in developing and utilizing enterprise architecture to align their investments to mission needs. Ben’s clients have included the Army CIO/G-6, U.S. Citizenship and Immigration Services, the Defense Contract Management Agency, ASD-HD, the U.S. Patent and Trademark Office, the Air Force, and OMB.

Ben has a Bachelor of Business Administration in Computer Information Systems from James Madison University and is also an ACT-IAC Fellow.

Dan Barber

Vice President, Cybersecurity
Dan Barber has 16 years of IT and cyber security experience, including systems development and integration, enterprise architecture, capital planning, security operations, and planning and governance. He has supported the Department of Homeland Security, Department of Justice, and General Services Administration since 2005. Dan oversees all aspects of our Cyber Security Division.

Prior to SE Solutions, Dan was a Business Unit Director at Engility (formerly DRC), where he led the Homeland Security Solutions Division’s Cyber Security business unit, and served as a trusted advisor to multiple federal Chief Information Security Officers (CISOs).

Dan has a bachelor of science in computer science from The College of New Jersey, and a master of science in information and computer science from Hood College. Dan is a Certified Information Systems Security Professional (CISSP) and a Project Management Professional (PMP).

Bob Monahan

Vice President, Management and Technology Consulting
Bob Monahan has more than 24 years of experience leading and managing complex IT engagements for a wide range of clients. Bob is a creative thinker able to develop and communicate comprehensive solutions to technology issues in a coherent, achievable context. He has led large cross-disciplinary teams to define, design and build focused, mission-centered solutions. He is a thought leader within the Enterprise Architecture, Cloud Computing, and Security disciplines for the federal government and a proven manager able to guide projects from concept to implementation within levied constraints. .

Prior to SE Solutions, Bob was a Portfolio Director at Engility (formerly DRC and Kadix), where he led engagements with DOJ and DHS. Bob oversees SE Solutions SE Solutions Technology and Management Consulting portfolio, ensuring operational excellence and high customer satisfaction. .

Bob has a Bachelor of Science in Aerospace Engineering from the Virginia Polytechnic and State University and a Master’s of Science in Environmental Engineering from George Washington University.
