President & Chief Operating Officer
John Wayne has 25 years of executive management experience, including all aspects of systems integration, systems development, and service delivery to diverse federal agencies and branches including the Departments of Homeland Security and Defense. John oversees all operations of the company, ensuring all of our clients are provided the highest quality service and solutions possible.
Prior to SE Solutions, John was Executive Vice President, Federal Sales and Operations, of NetStar-1 following its merger with RGII, where he had served as Chief Executive Officer. John also served as director of operations for Integic Corporation, a leading provider of software applications and business process management solutions. While at Integic, he oversaw all operations of the Uniformed Services Practice Area, managing day-to-day operations and expanding existing business and growing new business opportunities in DOD. Prior to Integic, John was a vice president at Northrop Grumman Information Technology (NGIT), Federal Data Corporation, where he led and managed the 150-employee, $80 million Systems and Solutions Division within the Government Solutions Organization of NGIT.
Executive Vice President, Business Operations
Carolyn Muir has 25 years of federal contracting experience. She is responsible for running SE Solutions’ Business Administration Office and oversees contract management, compliance, human resources, and business administration functions. Carolyn also represents SE Solutions as the Co-Chair of the Government Technology and Services Coalition (GTSC) Acquisitions & Procurement Initiatives group.
Prior to joining SE Solutions, Carolyn served as the Director of Contracting for Michael Baker Jr., Inc. where she was instrumental in establishing a federal contracting department. As Director of Contracts for Integic Corporation she managed the company’s Department of Defense contracts under the Uniformed Services Division. Carolyn’s career began as a GS-1102 Contract Specialist for the Naval Air Systems Command where she was trained and became DAWIA Level III certified.
Carolyn has a bachelor of science in marketing from Penn State, a master of business administration from Virginia Tech, and a Juris Doctor from the George Mason University School of Law, and is an associate member of the Virginia Bar. Carolyn has been a National Contract Management Association (NCMA) Certified Professional Contracts Manager (CPCM) since 1999.
Senior Vice President, Management and Technology Consulting
David Wolf has 25 years of progressive technical, management and business development experience leading both small and large organizations to deliver complex information technology and program management solutions. David has developed and implemented strategies and directed all phases of management for portfolios over $50M focused on delivering industry leading solutions to Federal agencies in the civilian market. David has a demonstrated record of success in the formulation and implementation of business development and capture strategies with direct experience identifying and leading the capture of multiple medium to large-scale opportunities. He has supported the Department of Homeland Security, Department of Justice, United States Patent and Trademark Office, United States Census Bureau, United States Department of Agriculture, Federal Communications Commission, Pension Benefit Guaranty Corporation, Securities and Exchange Commission and many other Federal agencies.
Prior to SE Solutions, David was a Vice President and General Manager with ASRC Federal’s Information Systems and Technology group where he was responsible for building and maturing their National Security and Federal Civilian businesses. Prior to ASRC, David was Vice President of Federal Civilian Programs at Data Networks Corporation (DNC) where he was responsible for delivery, contractual performance, customer satisfaction, and new business growth for the Federal Civilian portfolio that helped culminate in the acquisition by ASRC Federal. Prior to DNC, David managed multiple complex mortgage and credit card Commercial Credit Risk Management Basel compliance projects for Capital One covering over $100 Billion in assets, including support for the merger and acquisition of ING and HSBC. David has also held senior positions with a variety of Federal technology companies, leading each to new levels of growth and success.
David is PMI Certified Project Management Professional and has a Bachelor’s Degree in Business Management and Marketing from Drexel University.
Senior Vice President, Marketing and Proposals
Ben Lienard has over 16 years of experience bringing technology, cybersecurity, and management consulting services to clients and is responsible for SE Solutions’ corporate development functions, including partnering, proposals, and pricing. He is experienced in sourcing competitive intelligence, conducting price-to-win analysis, and developing winning pricing strategies including developing the pricing strategy for our EAGLE II IDIQ contract and is our EAGLE II program manager.
Ben also has experience supporting federal clients in developing and utilizing enterprise architecture to align their investments to mission needs. Ben’s clients have included the Army CIO/G-6, U.S. Citizenship and Immigration Services, the Defense Contract Management Agency, ASD-HD, the U.S. Patent and Trademark Office, the Air Force, and OMB.
Ben has a Bachelor of Business Administration in Computer Information Systems from James Madison University and is also an ACT-IAC Fellow.
Vice President, Cybersecurity
Dan Barber has 16 years of IT and cyber security experience, including systems development and integration, enterprise architecture, capital planning, security operations, and planning and governance. He has supported the Department of Homeland Security, Department of Justice, and General Services Administration since 2005. Dan oversees all aspects of our Cyber Security Division.
Prior to SE Solutions, Dan was a Business Unit Director at Engility (formerly DRC), where he led the Homeland Security Solutions Division’s Cyber Security business unit, and served as a trusted advisor to multiple federal Chief Information Security Officers (CISOs).
Dan has a bachelor of science in computer science from The College of New Jersey, and a master of science in information and computer science from Hood College. Dan is a Certified Information Systems Security Professional (CISSP) and a Project Management Professional (PMP).
Vice President, Management and Technology Consulting
Bob Monahan has more than 24 years of experience leading and managing complex IT engagements for a wide range of clients. Bob is a creative thinker able to develop and communicate comprehensive solutions to technology issues in a coherent, achievable context. He has led large cross-disciplinary teams to define, design and build focused, mission-centered solutions. He is a thought leader within the Enterprise Architecture, Cloud Computing, and Security disciplines for the federal government and a proven manager able to guide projects from concept to implementation within levied constraints. .
Prior to SE Solutions, Bob was a Portfolio Director at Engility (formerly DRC and Kadix), where he led engagements with DOJ and DHS. Bob oversees SE Solutions SE Solutions Technology and Management Consulting portfolio, ensuring operational excellence and high customer satisfaction.
Bob has a Bachelor of Science in Aerospace Engineering from the Virginia Polytechnic and State University and a Master’s of Science in Environmental Engineering from George Washington University.
Vice President, Operations
John Rosenbaum joins SE Solutions with over 20 years of experience successfully managing global software development, cybersecurity, and information technology deployments for large enterprises and assisting organizations in implementing secure and resilient infrastructures. He has extensive experience leading risk management, compliance, and security operations, and has the demonstrated ability to successfully deploy globally distributed, enterprise-class IT solutions.
In his role with SE Solutions, John oversees daily program management activities, creating alignment between long-term customer success and the growth of the company. John has also been a key contributor to improving operational processes and efficiencies, and notably, has worked closely with other senior management to achieve ISO 9001:2015 certification. His efforts have led to measurable improvements in program oversight, recruiting, and talent management, ensuring our customers have timely access to top engineering and cybersecurity talent.
Prior to joining SE Solutions, John led a division at SAIC responsible for implementing mission-critical cybersecurity and information technology solutions for Department of Defense customers. Previously, he worked at the Defense Information Systems Agency (DISA), where he provided technical direction and oversight to enable a stronger defense of global military networks; he also led a branch developing and deploying a global Service Oriented Architecture capability.
John earned his Bachelor of Arts in Computer Science from Northwestern University, his Master of Computer Science from Johns Hopkins, and his Master of Business Administration from the University of Maryland, and holds CISSP, PMP, and ITIL SOA Foundation certifications.
Vice President, Finance
Penney Jensen has over 20 years of accounting, and business finance experience with technology companies including an additional 10 years as a practicing CPA. Penney is a graduate of the University of Maryland with B.S in Accounting and is responsible for budgeting; forecasting; financial statement preparation; banking relations; and DCAA and GAAP compliance.
